Surge The best part of “believe” is the “lie”. | Dominic felt an emotion he rarely felt. It had become more common in recent times, the pressures of his new job were a lot higher than his last, and while he thrived on them, it didn't change the fact that he held the lives of thousands in his hands. Perhaps not directly, but a lot of the positive attitude and views towards metas was currently thanks to the Hero program and the various campaigns he was running. Still, a misstep on his part could lead to active discrimination against thousands of people, so a little nervousness was perhaps forgivable.
He had just arrived for his meeting with Dr Joyce Williams, the woman in charge of the MNRU. She was currently amongst the small group that the government regard as experts on metahumans. This was to say she understood a fraction more about them than the general population. Just how much could they be expected to learn in the short space of time since the Event? It didn't help that virtually no metahumans displayed the same power. There were similarities sure, but there were always differences somewhere. It had made it nearly impossible to categorise metahumans, and the closest they had right now was to simply categorise them roughly based on the effect of their abilities, rather than the abilities themselves.
Will was to have made his own way here. He was a PI and so Dominic trusted that he could make his own way into the building without being accosted. All he needed to do was get close enough to the doctor's office to be able to skim the thoughts from the top level of her mind.
Dom was met in the reception by a smartly dressed assistant, a man a year or two younger with glasses and sharp features. He followed him up two floors to the room that evidently served as Dr Williams' office. She was in there, and folded a file as he entered, rising and crossing the room to shake his hand.
They greeted each other with smiles, though hers seemed a fraction more practised and less genuine than Dominic's.
"Mr Weaver, a pleasure to meet you, I have admired your work. How can I help?"

Surge The best part of “believe” is the “lie”. | In truth Dominic hadn't paid much attention to the MNRU, it was linked to the Program, but only as they were two different aspects of the Government's interest in Metahumans. Many Heroes went through testing at the MNRU, and any data taken from those tests was classified and only accessible by high up members from both institutions. That was as it should be, no Hero wanted to details of their powers broadcast publicly. It was still some time since the launch of the Hero Program and no one had cottoned onto the fact that Alice's power was not a simple strength and toughness package. Dominic had worked quite hard to ensure that. Inevitably someone would work out that her power was more complicated than that, but right now every metahuman with strength based powers and a testosterone problem viewed her as a challenge, which meant that they would try and take her on instead of stay away. Once she got her hands on them there was no escape.
Dominic was now reconsidering his wilful ignorance of the MNRU. Experimentation was inevitable, he was reasonably sure that the six survivors had all been part of the Doctor's experiment, a test group so to speak. Even so, the MNRU was big, half of the metahumans on the West coast must go through there at some point or another, and that was only of the metahumans that they knew about. It was theorised there could be as many as double the numbers, although how anyone was theorising that Dominic had no idea. It wasn't like anyone even understood what the Doctor had done.
"Then we find out what they're doing, and when we have proof, we stop them. We can't sit by and let them experiment on people. We can't tell Alice, you know she'd probably just blow the doors open without bothering to ask questions first. Now this is your area of expertise more than mine. What do we do first?"

Dominic's face took on a momentary faraway look. "It's strange, I always knew I'd be part of history, but I never thought it would be quite like this. Although I suppose none of us can see the future."
That would be a terrifying power indeed. Currently the government was doing its best just to categorise metahumans, but that was clearly an impossible task. Even amongst Heroes, who's powers the government had reams of data on there was no clear link between one power and another. There were some metas with abilities that produced near identical effects, but the methods that led to those effects were so different that it showed no clear origin of the powers themselves.
The Doctor would have known, perhaps the Families knew, but whatever they knew, they weren't sharing. It must be hard to break the habit of centuries of silence and secrecy. That said, he doubted the government would release everything they knew either. The Event had kickstarted a new race in science, to replicate the effects of the Doctor's virus. As it was metahumans were still a minority, a bare fraction of the population of planet earth. The ability to create new metahumans at will would be worth more than some countries.

If he'd thought that it would really be an issue though, then they wouldn't have been having this conversation in the first place. New York was delicate right now, and while they needed powerful Heroes, the last thing they needed was one that would further alienate the public from the concept of metahumans.
He raised his eyebrow at the warning, a less secure man would have viewed it as a threat, and he hadn't thought Aaron the kind to issue threats. After all the man had all the power to back it up, although Dominic had gone into this meeting with enough charge to fry a small herd of elephants, just in case he had misjudged the soldier. It was rare that he couldn't get a read on someone, but he wasn't so arrogant as to think that it couldn't happen. It had saved him in more than one situation.
He looked to Will, not going to answer the questions that were clearly directed at the other man. The ex-cop was more than capable of handling himself, he didn't need Dominic looking out for him. It was clear that it was a loaded question, and that Aaron's opinions of them were shifting and changing depending on these responses here and now.
He stepped in at the next question. "That I can't answer, but it's a question we could pose you. Will is powerful, and I'm not exactly incapable of looking after myself, but we are both more than aware of just how potent metahumans can be. Metahumans like you. Really, if you decided to go on a rampage, there's not a whole lot normal people could do to stop you. Now I've met metas who could kill you in a heartbeat. Who watches them?"
He sat on the couch, leaning back and laying one arm against the top, "Humanity has recently been informed that they live in a world where gods masquerade in mortal flesh. We have to remind them that they are still important, or who knows what might happen?"
He shrugged, "I don't know who keeps Will in check, but I would trust him with my life, and the lives of those I care about. You might have had more than your fair share of shit. But so have I. So have we. Stuff like that doesn't leave you unmarked. He risked his life then for us and for people that he doesn't know. Just the same way that you want to now."

What Will wanted Dominic to do was use his position and influence in order to get him into a meeting with someone high up in the MNRU, one of the country's foremost metahuman research institutes. Dominic was more involved with the Government now than he'd ever thought he would be, ever wanted to be, in truth, but this was definitely something he never thought he would do.
He was no fool, he knew that governments and corporations got up to things that would have been frowned upon should they come into the light. He'd thought it would take a little longer for corruption and greed to rears its ugly head however. He had never met the woman who ran the MNRU, but he knew her name at least. Dr Joyce Williams, brilliant by all accounts, and he supposed you had to be to deal with the science defying powers of metahumans.
"The woman that runs the place is called Joyce Williams, there's other people there but I don't know them, I've visited, but not done much else with it. Most of my time is taken up with the Program these days."
He paused for a moment, ruminating.
"I can at least try to get a meeting, and it shouldn't be that hard to bring you in as a colleague or something, but if you've been in there they might recognise you. Do you have to be in the same room?"

Surge The best part of “believe” is the “lie”. | Dominic had expected something big; Will had always been dramatic and coming from Dom that was a damning indictment. He hadn't expected something this big.
"A telepath?"
Knowing better than to interrupt Will once he had start it, Dominic listened quietly, realising that to Will this was probably equivalent to having a proper conversation now. He winced, sure, he had to be careful around technology now, but at least a slip on his part was merely expensive monetarily, as opposed to morally. It seemed wonderfully ironic that Will, the Survivor who had been determined that they share the truth with the world, was now the one that couldn't help but find the truth in everyone.
"I can help you. What with the Hero Program and Paladin's success I have plenty of money lying around. After everything that happened by rights part of that money is yours. I know money can't solve every problem, but if you've decided you're going to hole yourself up in the hills it can at least give you something to live on."
He frowned at what came next however, and it wasn't what he expected. He had visited the MNRU himself. He'd not been shy about displaying his powers, and tended to be open about them with prospective Heroes. Of course when he'd been invited for a session at the MNRU he'd gone along. A lot of Heroes went through there before they were cleared for active duty, and there were even more new metahumans that found themselves there. Through good luck or bad.
The thought that there was something dirty within those clinically white halls made him shiver. The Hero Program might employ some of the most powerful metahumans in the nation, but every meta on the West Coast went through the MNRU at some time or another.
"Shit."
He turned away to look back across the hills towards the city.
"You were always more at home with conspiracies than I was. What do we do now?"

He shook his head ruefully. "I don't think it's the best place for me, it was fun but… I don't think I was cut out for it."
He beat a fist against his chest dramatically, "I'm just too darn selfish, too busy enjoying all this money I'm making."
It was true, Dom had been wealthy for some time, but the advent of the Hero Program and the vast sponsorships that Paladin and other Heroes were attracting meant that he was doing better than he ever had. Not that he did it for the money, he worked too much to really spend it, and probably wouldn't have known what to do with most of it anyway. In truth, he knew he could do more in this position. People were responding well to the Hero Program, but with every metacriminal that hit the papers people became just a little more restless. The Grand Central attacks might have been the perfect moment to introduce the Program, but public opinion could change rapidly if events like that became a recurrence.
He smiled broadly at the ex-cops comment, "I don't know, I've seen a lot in the past couple of years. Coming back from the dead, a girl stop bullets and keep walking, there was that girl last week who could fly and shoot lasers out of her fists. Oh, plus the one that can somehow make shadows pick things up. A great hit with the alternative crowd though."
He sat down on the hood of his car. "Whatever it is buddy, spill."

Just what couldn't they do? Hopefully things would never come to that, but then Aaron had obviously not been particularly fond of him.
He scratched his head awkwardly during the man's questions to Will. If the man had trust issues then introducing him to a telepath might not help with them. Nonetheless, Dominic felt it was necessary. He hadn't mentioned Will's abilities to the people running the Program, the man wanted his own privacy, and he doubted he would appreciate someone poking around inside his head. Still, New York was in a precarious position regarding meta crime, and he needed to know that this Hero could be trusted. God knows what might happen if he turned.
"Will is a personal friend of mine, I'd say we go way back, but that isn't exactly true."
He glanced at the older man a moment, "What we do have is shared experiences. And I would trust him with my life."
He shrugged, here goes nothing. He had to at least be upfront with the guy. It would be better to admit that they were snooping in his head now than for him to find out later and quit. In truth, Dominic wasn't entirely comfortable with the thought of mind reading himself, and he knew Will well, trusting the man implicitly.
"Will here is a telepath. I don't know if you've ever met one, but he can tell if you're lying, among other things."
Hopefully the ex-soldier wouldn't be too angry. "Call it insurance, paranoia, whatever, but New York is pretty delicate right now, and we can't risk something going wrong here. Attitudes towards metahumans aren't as bad as they could be, but New York is exactly where it could all go wrong. I… we can't take that risk."

The Hero Program was Federal, and as such they could access a lot of information, Dominic wasn't really sure exactly how much, he tended not to have access to the classified details unless the Heroes involved chose to share it with him. He could have pushed for the position of Director of the Hero Program, but he wasn't qualified to act as the head of a national Police force, or any sort of Police force. Besides, it just wasn't the kind of thing that interested him. He was good at PR, so that was what he focused on.
Dominic smiled faintly, "You remind me of someone. Same kind of morals."
Interesting that he was so forthcoming with the information. Dominic wouldn't have thought the military would be too happy with that honesty. Not that he himself minded. Dominic like a man who was honest, it was so much easier to keep track of what they were doing. Dishonesty was a sure fire way to lose the support of the public. It was so much harder to catch someone lying when they didn't make a habit of it.
"Well that's a… relief? I would hate to have thought that you declined because of something I said."
The next response was not entirely expected, and was little more than a barefaced threat. It was not entirely ineffective, after all, Dominic had a vague idea of this man's military career. His power was not insignificant either. Still, Dominic couldn't blame the guy, he had the kind of ironclad convictions that he'd seen in Will. This was a man who brooked no quarter, who gave no forgiveness, but at least he was on the right side.
It seemed that the stare, which Dom received unflinchingly, having been the recipient of some far more terrifying stares from some far more terrifying beings, was the end of the man's threat. He extended a hand, which Dom took, shaking it firmly.
"And you. I promise we're not crooked."
He stepped back, gesturing towards the door, "Now there's somebody I'd like you to meet."

Dominic lead the up until now fairly quiet man into a small lounge area. It was closed off, not quite a waiting area, but not an employee break room either. When dealing with people that could pick up cars with their minds it didn't pay to be too casual. Of course those likely to flip at such a thing wouldn't make it into the program. But there was no sense finding that out while they were in the offices was there?
He gestured widely to any of the chairs scattered about, taking a seat himself, lounging in the fashion that suggested he could make himself comfortable anywhere.
He smiled, "Times haven't changed that much."
His next question was a little more direct, but entirely fair. To ask for the answer first was perhaps a little rude, but not at all unexpected. The answer was probably a good deal more simple than he had expected.
"I didn't. I'm not a Hero. I don't go out on the streets to save lives. Although I would be remiss if I didn't explain why I'm here or what I do."
He raised a hand and allowed a few sparks to jump between finger and thumb. "I am a metahuman, and I have used them to the detriment of the less than legal sides of business. But I don't do that anymore."
A dramatic gesture seemed to take in the whole room, and those beyond it.
"All of this, humble though it may be, is my baby. I developed my powers before the Event, one of the few that did, and I knew once the Event happened that normal police forces wouldn't be able to deal with metahumans. No one was ready for this. I don't run it, I just handle PR. It's what I was born for. If you couldn't tell already. I make a lot of money, if that's what you were wondering, but I did that anyway. No. I do this because of someone I met who believed that this was the right thing to do. I sort of got caught up in it and a program like this was inevitable, so I got in on the ground floor."
He made his last statement with a self-deprecating grin.
"Now I've shown you mine…"

"Fine by me. Everyone has their quirks."
The man seemed distinctly unimpressed, and Dom smiled. Maybe he was wrong, this guy would have to meet Will. If anyone was a born cynic it was the ex-detective turned PI. It seemed like this man had the same sort of outlook on life. Dominic couldn't blame him, he'd only been on the front lines himself for a few months, and even then only in San Francisco as a vigilante. It wasn't a life he particularly wanted to go back to.
He grinned at the question, shaking his head. "I wish, no it's just temporary offices for now. We needed somewhere reasonably central that we could use to place liaisons, co-ordinators and managers. We've rented out a floor, which is costing a fortune, but it's just while they sort out something more permanent."
He shrugged, it wasn't as if the Program had a limitless bankroll, but it was necessary right now in order to begin bringing some kind of stability back to the country. Right now a lot of money was being funnelled into metahuman focused programs; the Hero Program was just the most obvious at the moment. The Government didn't want to look like they weren't actively engaged in dealing with metacrime. Still, it wasn't like they were rushing the building of a Program Headquarters. Most Heroes were still operating out of their own apartments, occasionally coming into the offices for meetings, briefings and debriefings.
"I can give you a tour if you're interested, but it's really not a lot to look at I'm afraid. The receptionist is ours, fortunately, or there might be a story of a new Hero in town hitting the internet any moment now."
Dominic reached out and pressed a button. "The Program is ultimately still a government project, and like pretty much any government project, that means there is a strict budget. Things are tricky enough right now that as long as we're sensible we're fine and the government will fund things, but renting out an entire building like this would be a waste of money, and space. There are currently only three Heroes active in New York, and one of them is in hospital right now."
He was completely frank, Aaron should know what it was that he was signing up to, not that he should have to worry too much about injuries. From what Dom had read there wouldn't be a lot that could put this guy down. "We only need three co-ordinators, eight liaisons and two managers. Plus the dozen or so people that just appear to come packaged with any office. No intern though, you'll have to get your own coffee."
The elevator dinged, and Dom lead Aaron out onto the appropriate floor. There was a man stood across from the elevator with an earpiece. A careful observer would notice the slight bulge beneath his armpit. Dominic nodded at him.
"Hey Harvey."
He showed Aaron around, not that it took long, he introduced him to the co-ordinator on duty, the manager and two of the liaisons before showing him what he jokingly referred to as "The War Room"
As they were walking down the corridor he asked over his shoulder. "I know you've already heard this question, but humour me. Why'd you join? Surely the government was willing to throw money at you to keep you on the battlefield?"

Surge The best part of “believe” is the “lie”. + @aaron | Dominic didn't run the Hero Program, he was an agent first and foremost, and he kept his fingers firmly in the public relations pie. The program might have been his brainchild, but he was quite happy for most of the day to day management, and the tougher decisions, to be left to the government officials who ran the Federal program. It wasn't as if he had any experience or training in running a Federal police force. Though to call Heroes Police was a gross simplification, and he found it a little insulting.
The man that he was meeting today was a new recruit. One who apparently would not need much of the training that most of the other Heroes had gone through. He was ex-military, and apparently was blessed with bullet-proof skin. He smiled inwardly, Aaron and Alice should meet. Still, they would need Heroes like him. They hadn't lost anyone yet, but it was only a matter of time, and he knew it was important that the Program could point to more successes than failures. Dead Heroes were too glaring a failure to pass up the chance of near imperviousness.
New York city was a challenge in and of itself. Already it was a hotbed of metacrime, the dense population producing a vast amount of metas through the law of averages. They needed someone who could lay down the law quickly and brutally, maybe this Aaron Hunt would be the one.
He smiled his effortless smile as he saw the man entering, walking over as he asked a question by the desk, extending a hand.
"Aaron right? I'm Dom, Dom Weaver."
It was impossible not to like Dom. There was something about him that left you unable to think negatively of him. It helped that not only did he appear honest, but he was honest. He might be in PR, but he knew better than to try and lie to people to gain their trust. It had crossed his mind that this quality might lend itself to an ex-military man.
He indicated the elevator. "Shall we go up?"

Surge The best part of “believe” is the “lie”. | Dominic had not seen Will since that night in the tunnels. 'The Event' in fact. It was a pity, Dom had liked Will, he had probably been the main voice of reason in the group, the one with his head actually screwed on straight. Dom would be honest about the fact that even he had been a little carried away by what they were experiencing. Now would be the appropriately dramatic moment to say 'The Event' changed all of that. Unfortunately it wouldn't be true.
Dom was a business man, he saw opportunities, and in them, in Alice in particular, he'd seen a chance to do something big. Money factored into it, but it wasn't the be all and end all. The perspective of the entire planet had shifted, and he had made sure he was at the head of it. There was a lot of money to be made out of the Hero Program, that he knew, but he hoped that it could be something more. Already Paladin was someone that was looked up to. Paladin branded merchandise was flying off the shelves, a lot of it purchased by younger girls, but equally by other segments of the population. That would slow down as other Heroes joined the ranks of the program, but Paladin would be remembered as one of the originals.
Dominic would have met Will anyway. They might not have known each other long, but they had been through things that normal people simply wouldn't be able to understand. He took a moment to remind himself that a few million more people had just been through the same experience, except many of them without others to go through it with. At least America had set up the MNRU and other institutes to assist new metahumans in their painful adjustment to their new abilities. The Hero Program, however hastily it might have been cobbled together, was thriving. Already there had been two new recruits on the West Coast, one of which in particular Dominic was interested in meeting.
There were Heroes everywhere. They were still a precious resource, but a potent one. Dominic didn't have access to all the data. He had been part of the team that had pushed the Program through, but he didn't run it. Still, he knew that the Hero Program was starting to combat the outpouring of meta crime that had followed 'The Event'.
It was odd that Will had asked to meet so far outside of the city, and would have been suspicious had Dom not trusted Will implicitly. As it was, he had been driving for about half an hour before he saw his turning. Slowing, he drove down the small road. Will had always been reclusive, the least likely of the Survivors, besides Persephone, to share his problems with the others, but judging by this he had become a virtual hermit out here in the hills.
Climbing out of the car, he spotted the ex-cop. "Will!"
He called out, striding over and pulling the other man into a hug.

Ink stumbled past him, and he glanced back at the now clearly furious superheroine. He looked back to the two newcomers, raising his hand slightly, sparks beginning to crackle between his fingertips in a show of warning.
Who were these guys? Clearly they were looking for the doctor, perhaps the two that Overwatch had mentioned. They certainly looked confident enough, and even if they hadn't made such a dramatic entrance there complete lack of surprise at what was going on here made it clear that they were aware of this secret world of super powers. Things had started going wrong from the moment they had arrived, and they had started going wrong really quickly.
He held fire, not wanting to risk catching Spectre by accident, and certainly not wanting to risk setting off the man with the gun. Ink might be bullet proof, but he definitely wasn't and if he missed then someone would inevitably be getting hurt.
Strangely the Doorman hadn't moved, glancing at the two men and then back to the Doctor as though neither were a threat. Interestingly both of them seemed to be doing their best to avoid his ire, and he wondered what other tricks the rotund man might have that would conjure such fear in his potential enemies.
He edged away from the standoff until he found a wall, and a moment later, a power panel. it came open easily, exposing the power within to his questing ability. He latched onto it, sucking the electricity hungrily from the wall.
Surge had never actually seen a human blur, but the Doctor did it as she crossed the room to him. What hit him didn't feel like flesh, but rather a lump of wood, and the breath rushed from his body, the room rotating as he somersaulted away from the wall.
He imagined Ink and Overwatch were feeling pretty vindicated right now.

Surge The best part of “believe” is the “lie”. | This situation was going south rapidly, and Surge seemed to be the only one who could see it. Perhaps what this woman was doing was wrong, maybe it would cause more problems than it fixed. He could see all of the wondrous possibilities that came with it, but he could see the consequences as well, at least some of them. This change that the Doctor was determined to force upon the world was terrifying and potentially a catastrophe, but antagonising the one who had resolved to bring it about did not seem to be the best way to deal with the situation.
The petite blonde woman was ignoring them, turning dials and flicking switches. The noise in the vast concrete chamber was growing, machinery growing louder, clicking and whirring as it awoke from its sleep. A red light started blinking on the wall opposite them, and Surge found his gaze drawn to it. Nothing was labelled, everything seemed custom built and he wondered briefly if the Doctor had the same command of machinery as she did biology.
He hoped not.
Finally, the Doctor seemed satisfied with her activities at the control panel, and she looked up, her eyes flickering briefly to the Doorman, then back to the survivors. The heavy man shifted slightly, turning to face them more directly. Surge swore internally.
"Maybe we can just slow down a second, before this gets out of hand."
The Doctor came slowly back down the steps towards them, shaking her head.
"It doesn't matter now, it's begun. I suppose… Claire, that if I'm playing God then you could call this my Genesis. This might take a little more than seven days though."
There was a sudden roar from above them, some massive and unseen engine firing up and beginning to spin.
"Everything worth having requires sacrifice Claire, I've already sacrificed too much, seen too many friends die for this cause. After so many, you realise that for humanity to advance, you will always need blood, you will always need sacrifice. This is no great war, no conquest, no… final solution." Surge half expected her to shoot Claire a dirty look at the suggestion her plan was similar to one of extermination. Her face remained blank, as though she were beyond such petty concerns as anger and vengeance. "This is simply the next step."
Surge looked towards Paladin, the teen, or what of her face could be seen, looked torn. They all owed the Doctor their lives, but what she was about to do would undoubtedly change the world forever. What if someone with less of a moral compass possessed Paladin's powers? Spectre's? Ink's? Maybe they were right...
He didn't move, but there was a subtle change in his stance, the electricity seemed to sense his new resolution, singing in his blood with the joy of power. If he didn't know better he could have felt the sparks crackling between his fingers. He didn't want to fight here, but he had a loyalty to his friends, and he wouldn't stand by and watch if there was something he could do...
