Merlin was an interesting character. He was young, yes, but that made no difference. Alice had been younger when she'd started fighting crime, and not much older when she'd become the face of the Hero Program. She'd been a lot easier to work with than Merlin though. If it hadn't been for his sister the Program might well have turned him down. Savage... Now there was a powerful Hero.
Dominic is sat across from Merlin, an overpriced, albeit delicious coffee sat in front of him. He doesn't like New York, there's an animosity, an anger simmering barely beneath the surface. His power is not public knowledge, but even so he knows that he would not be welcome here. New York has little time for metahumans, ever since the Shockwave attack there anger and fear has grown, despite the Program's best efforts to salve it. He takes another sip of his coffee.
"Billy, these things take time, they take a lot of time. Especially now that we have a proper Program in place. These aren't the days when we desperately needed Heroes on the streets. We need to ensure that Heroes aren't going to end up in a situation they can't handle."
The truth is, Billy is small fry. The Program had tested his powers and while they were extraordinarily versatile, they seemed to come with far more limits than the average Hero. Tank is basically bulletproof. Paladin can stop a semi with one hand and nobody knows the actual limits of Gravity Girl's powers.
Merlin has power, but the last thing Dominic needed on his mind right now was another dead Hero.
"Things are especially delicate here, we need the people to love you. They know your sister, they don't know you, and everything is harder here for a Meta. Everything. There have been attacks, but New York... Man the Central station attack. You're fighting an uphill battle here."
He sighs, rotating the coffee mug in his hands. It wasn't all that long ago that he had been on the streets himself. "Look, I get it, you want to feel like you're making a difference. And right now it just doesn't feel like that. So..."
He releases the coffee mug and raps his knuckles on the tabletop. "Tell me what I can do to make you feel like you're here for the right reason?"

Surge The best part of “believe” is the “lie”. | Dominic sighed, this really was beginning to feel like picking on a puppy. He'd tried to hint and suggest as delicately as possible, but no matter what he did, Sunny just didn't quite seem to get the message. It wasn't that she was stupid, just, perhaps, naïve. The bubble her mother had clearly raised her in did not allow her to consider a world where people thought about things other than looking good for a photoshoot.
"Yes Sunny, you stopped the car and you got a good photo."
It had been a fantastic photo in fact, the photographer in question was up for an award, and it had even found it's way into certain promotional materials for the program. It had also cost several million in damages and the state was still paying the prison hospital fees.
"The question is why you didn't stop them before they got in the car? They were armed yes, but bullets are no problem for you, and the bystanders were well clear of their escape route."
He tapped the desk absent-mindedly as he looked down at the photo between them. "You even had plenty of time to get there, I've seen you fly, and there aren't many cars that can go faster than you, especially off the line."
This was getting harder as he continued, he really needed to address the mistakes and risks that Sunny had made. "It's lucky that the police cordon was as wide as it was, if that car had been a hundred metre's further down the road then somebody might have been hit by debris." His face became sympathetic. "I know you blame yourself for what happened in New York, but that wasn't your fault. If someone had been hurt here," he taps the photo once more, "Would you ever have been able to forgive yourself?"

No matter how delicately he tried to approach the situation, Sunny seemed to completely miss the point of what he was trying to communicate. If he didn't know any better he might have thought it was deliberate. Even so, there was no impression that there was a bad bone in Sunny's body, she was just focused on things other than the primary reason for the Hero Program.
"No, Sunny, it's not about the Gucci Purse at the Legally Blonde 3 premiere. The brand sponsorships you take are down to you and your… mother…" He'd almost said agent, but Sunny's agent was her mother, and seemed to control almost every aspect of the young woman's life.
"As you said, the main thing about being a Hero is saving people, and there have been some concerns raised that occasionally that doesn't seem to be your priority. Or, while it is your priority, you seem to place far too much value on looking good while doing it."
He pulls up an image on his computer screen and swivels it on the desk so that Sunny can see. It's a picture of her captured by a newspaper photographer. It had done the rounds sometime earlier that year. The image is in full colour, and it shows Sunny, immaculately turned out as always, at the moment a car collides with her at full speed. Pieces of debris can be seen flying off from the wreckage.
It had resulted in quite a lot of public damage, as well as the need to have the car scraped off the road and several of it's passengers had cost the state rather large bills in healthcare. The Program had reviewed the reports of what had happened and concluded that Sunny could certainly have handled the situation better. For example by preventing the criminals from getting into the car in the first place.
"I'm talking about priorities like this Sunny."

Dominic smiled awkwardly; it was taking all of his self-control not to drum his fingers on the desk. Sunny was clearly a good kid, but there was evidently a reason the ditsy blonde stereotype existed, and he'd have been very surprised to find out that Sunny hadn't had a hand somewhere in the creation of that stereotype. She was like Elle Woods without all of the keen legal insight.
"You're a great Hero Sunny, you put your life on the line to save lives and you have a powerful ability that sets you apart."
It was true. Sunny did ultimately put her life on the line. She might have an ability that made her virtually indestructible, but that didn't mean she was untouchable. New metahumans were appearing every day. It was just a matter of time before one showed up that even Sunny's potent defences couldn't protect her against. The problem wasn't her quality as a Hero, it was how she focused on everything else.
"There have just been some concerns about your… priorities recently Sunny. Do you know what I mean?"

They reached the elevator, and one arrived within a few seconds of Dominic pressing the button to summon it. "No matter what kind of career you end up in you're going to have a mix of people involved. But not everyone can be at the top of the heap, so I'm glad that L's in the Program, even if I wouldn't invite him round for dinner."
Entering the metal box, Dominic taps the button he wants with only a glance. "You're going to need to change, you don't have to have your mask on when you meet another Hero, but we find that it's good practice to keep information as separate as possible. Of course if you want to reveal your identity to someone you can, but we advise you only do so if you truly trust the individual."
He nodded back in the direction from which they had come. "L won't make the connection, but the next person probably will."
The door opens on the floor the contains what are, for want of a better word, changing rooms. Dominic produced his phone again as it pings. "She says she'll be right here. You can find the changing room OK?"

The guy was a B-tier Hero at best, and while his ability was powerful, it didn't really get him much in the way of exposure. His turbo-frat attitude didn't help much either. He was well-meaning, but clearly didn't quite understand the negative aspects of his behaviour that seemed to put people off. Maybe if he had a better agent then he would, but that was beyond Dominic's job description.
"Megan, this is Loquacious, he's been with us for about a year, and he's proving pretty popular with night clubs and sound brands."
It took a moment for Loquacious' eyes to leave Megan and return to Dominic, though the younger man had disguised his frown by the time they got there. "You got Paladin in with Nike."
He sounded reproachful, but Dominic kept his tone neutral. "You know that I represent Paladin, part of my job is to get her sponsorships, if you want something with Sony then your agent needs to put you up for that. It's not up to me."
The Hero looked disappointed, though not surprised. "Yeah I guess."
He threw Megan a grin, this one seeming a little more wholesome than the previous looks. "If only it was all kicking bad guys asses. Enjoy the tour Megan."
With that he continued on, his long legs carrying him away down the corridor with surprising speed. Dominic glanced after him. "Sorry, L is… an interesting guy…
Anyway, lets keep going." There was a ping, and he pulled out his phone. "Ah, there's someone in that you might enjoy meeting a bit more."
He tapped out a message in response, then gestured towards the elevator. "You've got your costume here right?"

She might not have envisioned herself joining the Hero Program in the first place, but now she had she certainly seemed to be taking to her new responsibilities with gusto. It made a nice change from some of the more image and fame obsessed individuals who walked through the door with godlike powers.
Hopefully they could avoid some of those fame obsessed individuals on their way through the building looking for others. It wouldn't be a great look for someone that had just joined the Program, it would be better if she met one of the stalwarts. Perhaps Alice was in the building, he was pretty sure she was on patrol today, but that could place her anywhere from here to the other side of the city. The girl could move quick when she wanted to.
"Come on," he gestured to the young woman sat in the armchair in his office. "Let's go looking. There's usually one or two people about."
He led the way, stepping out through the glass door of his office and having a quiet word with Gregory. "I'm taking Menagerie on a quick tour if anyone asks. You know how to find me."
The silver-haired personal assistant nodded with a slight smile. He knew the coded message, But don't find me if I don't want to see them.
He led the way down the corridor and through a large open room filled with men and women. Each was sat with a rack of screens mounted before them. It was a mix and match of CCTV, live news channels and police bands from the look and sound of things. Clearly this building was the hub of the Program in San Francisco, where Heroes were directed from. "These guys analyse the chatter and goings on of the city to try and pinpoint where best to send Heroes, you'll rarely have much direct contact with them, their data is relayed to a liaison, the person in your ear piece. They'll keep you in touch with what's actually going on."
Spotting a familiar figure in the distance, Dominic attempted to steer Megan and the conversation in another direction, though it was too late. The figure that called out to them across the room was male, muscular, and still in costume. A couple of the people at the desks looked up at his shout, before returning to their work. Faces were kept deliberately blank.
Loquacious' name was appropriate, he was a talkative guy, and when he turned on his ability he could hammer a car flat with a shout. Unfortunately he seemed to also be excessively loud just by default, and had expensive tastes. He'd used his mask and badge once or twice to get into night clubs, a practice that was certainly frowned upon by the Program, though not actively discouraged. At least not yet.
Wearing a silvery suit with a stylised loudspeaker emblazoned on the chest, Loquacious grinned as he approached. "Dominic, when are you going to get me in with Sony? You know they'd love to use me to sell their next headphones."
Dominic sighed. "Good to see you too L, but you know it's not my job to represent you in brand deals, you have your own agent for that. And this is Megan." He carefully didn't use her Hero name, Hero identities were their own, if she wanted to attach her face to her Hero name she could, but that was her decision, not his.
The masked Hero very clearly looked her up and down appreciatively. "On a tour of the building with Mr Weaver eh? You win a raffle or something?"

It was more than that of course, his job seemed to encompass an awful lot of the Program, and certainly more than his job title would suggest. Keeping it light like that meant that people felt that they could talk to him though, and that was more important. He'd been in PR for long enough to know what happened when clients weren't up front about things. His side was just to make sure it was as easy as possible for them to talk to him before the shit hit the fan, rather than after.
"I think this kind of work will really benefit your image, but it's important that it's something you actually care about. A lot of Heroes donate a lot of their time and a lot of their income to various charitable causes. It seems to come with the territory of being a Hero."
Walking around behind his desk, Dominic leaned down and tapped a few keys on the computer. "I'll reach out to the organisations that might be interested in having you there. Some will probably feel a bit odd about your image, but we'll get someone. You look edgy, so that will play well with teens and lots of conservation organisations are really trying to play to that market right now."
Smiling, he looked back to Megan. "Well you've met me. That's one down. Want me to see if anyone else is in right now?"

Surge The best part of “believe” is the “lie”. | Dominic hadn't quite expected that response. Fame and fortune he'd expected, but just wanting to be a superhero? Not so much. After all, Sunny seemed much more focused on the fame and fortune parts of the job than anything else. For every crime she stopped there were three public appearances, and for every one of them there seemed to be a dozen tweets, Instagram posts and Facebook livestreams. Still, Alice seemed to like her, so there was at least a good heart in there somewhere, it just seemed to be smothered beneath pink and perfume.
"To be a superhero? OK. It makes sense."
He smiled easily, as he always did, finding the good humour settling his mood somewhat. It helped that Sunny seemed oblivious to his concerns. No doubt someone else might have become offended and defensive, but Sunny still seemed her normal self. That in itself could be exasperating though. After all, at what point did the ditsy blonde appearance separate itself from Sunny. He wasn't sure it did.
He leaned back a little, resting one hand on the polished glass desk top.
"But what is being a superhero to you?"

Surge The best part of “believe” is the “lie”. | "Conservation…" Dominic continued to walk up and down the room as he mused, apparently on a mission to wear a groove in the carpet. His expensive shoes made almost no sound on the floor, only a faint brush as he turned on heel. "I think we'll be able to get you involved in some conservation. We have a few different organisations we already work with that would no doubt be interested."
He pauses facing her, taking another sip of the still scalding coffee. "Just how much fine control do you have over those critters of yours. Could you get them involved in some actual conservation work? Digging trenches, that sort of thing?"
He sips at the coffee again, his brain whirring. It would certainly have good optics. Hero with a scary ass power uses her skeleton minion to build flood defences, plant trees and generally do good things for the environment. Who could complain about that?
Well no doubt there would be lots of people who would complain about it, but all he had to do was get the right people on side. Some people would be upset, no matter what metahumans did. He had no doubt that seeing her minions work would lose them some approval, but it would gain them more than they lost.

Surge The best part of “believe” is the “lie”. | Dominic took a deep sip of his coffee, apparently not noticing its scalding temperature. There was a clear look of appreciation on his face. Evidently he ran on coffee. Placing the steaming mug carefully onto the coffee table, he listened quietly to Megan. He gave the impression that there was nothing else he would rather do.
He grinned, "Wait till you see Paladin get really angry."
Paladin was the face of the Hero Program, a powerful metahuman, and quite the sweetest girl Dominic had ever met. She took her job very seriously though, and her ability meant that when she got really pissed, people got hurt.
He leaned back on the sofa, crossing one leg over the over, his ankle resting lightly on his knee. The movement lifted the hem of his trousers, displaying brightly coloured, geometric socks. Like the rest of his outfit, they're clearly expensive. "I'm glad you see things in the same way as me. There are far too many issues for us to be worrying about whether people 'look the part'. Besides…" He shrugs, "Being a Hero is about more than looking good. There are perks to a good image, but it shouldn't be the reason to go into this line of work."
Reaching forward for his coffee again, he stands, walking a little away from the sofa. "I've seen the renders of your costume, and I think it's good, you're leaning into your ability. Better to do that than pretend its something other than what it is, that always gets found out eventually."
He walks across the office and back again, the movement obviously assisting him with his thought process. "Now when we introduce a new Hero we like to involve them with some cause. It boosts the positive aspects of your image, which is good for the Program, and nets early sponsorships, which is better for you. We have a few options for you to consider, but it's best if we go for a cause close to your heart. Is there anything that springs to mind?"
He looks across at her expectantly.

Surge The best part of “believe” is the “lie”. | Instead of leaning back on the sofa, Dominic stayed perched on the edge, as though with his wellspring of natural energy he were too wound up to move into such a relaxed position. His body language remains open, inviting, welcoming, certainly not intimidating in any way. His eyes remained intently on Megan as she spoke, totally absorbed in her words. When she finished he leaned forward, coming dangerously close to toppling off the edge of the couch.
"Lots of people look at the Program and they see Paladin, Gravity Girl, these idealistic, shining figures of justice."
He waves a hand, "And that's great, they are, for the most part, exactly what they appear to be. Hell, Paladin actually hates being in the spotlight."
His face becomes more introspective, "But that doesn't matter. Have you heard of Tank?" He doesn't wait for an answer, carrying on "He's the most successful Hero in NYC. And do you know why that is?" Again, it becomes clear that this is a rhetorical question, as he barrels on regardless, "Because Tank scares the living shit out of anyone that fights him. And to the people he's protecting… Well… They're glad they've got a monster like him on their side."
He shrugs, finally sitting back a little. Or at least adjusting so he doesn't look like he's going to fall off the sofa. Gregory arrives with the coffee, and the aroma of the two hot drinks begins to fill the room. Placing one in Dominic's already outstretched hand, he carefully puts the other on the coffee table before Megan, before giving her an encouraging smile and taking his leave.
Dominic thanks his employee, then turns back to Megan. "We need Heroes, and we especially need Heroes that can show people it's possible to become one no matter who you are, where you are from, or what your power is."
He grins again, "Plus, your power is pretty damn awesome…"

Surge The best part of “believe” is the “lie”. | Dominic's long form often gave the impression that he towered over people, though his slim build and genial nature tended to diffuse that. It did so here. With a smile, he gestured to the sofa and armchair at the side of the room, they were in a small alcove, almost separated from the desk as if it were a totally different space. "Take your pick, and make yourself comfortable."
He took a step forwards, before pausing. "Oh, and call me Dominic. You're not in trouble, so there's no need to be so formal."
He stayed standing for a moment , sticking his head out of the door and calling to his assistant. "Greg, two coffees please. Make mine strong!"
He missed the man rolling his eyes, though he knew that it was happening. Dominic didn't take any other way. "You're going to love this coffee, I'm not sure if he has a power specifically related to it or not, but it really is the best stuff I've ever tasted."
"Anyway…" He interrupted himself "Let's get to you."
He sits down, preferring to in the space with her rather than going behind his desk. Her nervousness will not be helped if he remains the glass topped behemoth that dominates most of the room. Besides, it is festooned with papers right now. "You didn't see yourself as a Hero did you?"

Surge The best part of “believe” is the “lie”. | It had been another night of little rest, and Dominic shook the sleep from his eyes while the coffee his assistant had just provided him with obliterated the rest of it from his brain. Gregory kept his own coffee grinder in the office kitchen, and the drinks he produced were far superior to the cheap cups churned out by the vending machine.
A few clicks brought up his diary as he took another mouthful of the piping hot, inky black coffee. A busy day again, as always. Numerous meetings, planning sessions and even a public appearance cluttered the screen of his computer. He sighed, though in truth it was just how he liked it. He wasn't the kind of man who could sit still.
That was probably why he was taking this next meeting. Dominic ran PR for the Hero Program, he spent weeks in New York City and others. Normally organising a public event for a Hero was way below his paygrade. But he loved it. It wasn't all that long ago that he'd been on the streets in a costume, and several of his friends still were. He still ran Paladin's PR pretty much by himself. He'd be a bad boss if he wasn't stepping in to do the same thing for others.
That's why this girl was coming in today. "Menagerie," he mused to himself as he browsed through her file. "Cute name. Fucking scary power."
In the grand scheme of things it wasn't the most potent he'd seen, but he'd be hard pressed to come up with one that would be as terrifying as drowning in a tidal wave of bones. No wonder Gregory had pushed this one through to him. He spun his chair, standing as it came around to face the window and leaving it to slowly rotate behind him as he walked towards the pane of glass.
This was a dedicated building for the Program, every floor linked into the operation of the Federal Program in some way, from the parking garage in the basement, to the social media division on the 13th and 14th floors, to the helipad on the roof that had been mostly repurposed to let flying Heroes land and take off from there.
He turned as he heard Gregory, his tall, platinum blonde, extremely camp secretary greeting someone. Perhaps that was her?

Dominic was almost struck dumb by the mundanity of Sunny's response. As if he would have cared about her lip gloss. Fortunately he was a little too professional to let that be shown in his face, so he just smiled politely, "Sorry, but no, I haven't seen your lip gloss. I'll keep an eye out for it thought."
As if he didn't have enough to worry about.
Stepping a little further out into the corridor, Dom gestured back through the open door of his office. "Please take a seat."
Following her in, Dominic closed the door behind him. He was much taller than Sunny, and though she was slim, it was also apparent that he was in much better shape. It was a badly kept secret within the Hero Program that he had a past as a Hero himself, though only a handful knew that he had been surge. He'd stepped back from that part of the job a long time ago, knowing that people like Alice Morrow and Kathleen Howard would do far better than he could. Technically Sunny was part of that group as well, but while she had one of the most potent abilities he had seen, she didn't have the brain to use it properly.
He sat behind the desk, then leaned forwards, a serious expression on his face. He had to take advantage of this opportunity while he still had it. He wouldn't be surprised if Sunny's mother was already downstairs and coming up to demand she be included in the meeting. "Why did you join the Program Sunny?"
