| Will followed his sister with a manner not unlike that of a whipped dog. Shoulders hunched, head down. The hug shouldn't have been a surprise, but then, Will wasn't exactly in the best headspace. He hadn't been for a long time. He returned the embrace, clutching perhaps a little too tightly.
He had received the messages of course, he'd just never replied. He'd been trying to cut himself out of her life, albeit unsuccessfully, responding to her messages would've defeated the whole point. He was glad life had been treating her well, but then Ash had always led a charmed existence, at least compared to that of Will himself; Ash was a successful musician with a happy family and a ridiculous amount of friends, Will was an unemployed loner whose dad... well, let it suffice to say there was a reason why Will had chosen his mom's last name, instead of his dad's.
He smiled softly at Ash, trying his hardest to push away the dark feelings that had been his everpresent companions for so long. They hadn't seen each other in a year, the least he could do was try to behave like the brother she remembered.
"Are you suggesting your brother needs a handout Ash? I'll have you know that I'm more than capable of affording a ticket to one of your concerts myself thank you very much." The smirk that once would've come as easily as the sarcastic tone of the words felt unfamiliar on his face. There hadn't been much to joke about for a while, so he was out of practice.
The smirk disappeared, replaced only for a moment by a melancholic smile. "I missed you too little sis."

| Getting out hadn't been any more difficult than getting in had been. In fact it had been a little easier, at least on his wallet - paying off the person had been necessary for a smooth entrance but they'd charged more than Will was comfortable playing, especially considering his general lack of employment over the last year; he wasn't quite broke, but he was close enough to make every dollar count. The thing was that, in an office building at least, they normally didn't mind who left the building, generally assuming that they would've needed to go through reception to get in in the first place.
Will only needed to open the door and stroll out, leaving no one any the wiser.

Dom's call came a few minutes later, by which point Will had travelled a few hundred metres at a brisk walk, hoping to put as much distance between himself and the MNRU HQ as possible.
He picked up on the third tone, pressing the phone to his cheek and speaking in a hushed voice - not quite a whisper, but quiet enough that you'd need to be right next to him to overhear. "I have good news and bad news. The good news is that it's not nearly as bad as I feared; it's not the kind of stuff you'd see in a comic book, not like I worried - whoever it was that I got the first glimpse off must've been low down and exaggerating how bad it was based on their own imagination."
Will paused to glare at a passerby who was getting a little too close, looking a little too interested. Whatever they saw in his face, it left them disquieted and nervous enough to hurry on, leaving him behind. He was probably being paranoid, but could you really blame him? He was living in a world of superheroes after all.
"The bad news? Even if it's not as bad as it could've been, it's still shady as all hell. From the surface it seems okay, they're doing research on metahumans after all so of course part of that would be testing their abilities and how they function and respond to certain stimuli. But Dom, there's no morals, no ethical limits in what they're doing. There's no torture, at least not the classic kind, but there's no kindness there. Testing how powers respond to the application of pain, pushing people to their limits and trying to push them beyond."
Will knew he was venting, but he couldn't bring himself to stop.
"The woman is a machine Dom. You know what I can do, I've seen thousands of minds in the past year and some have been pretty damn scary, but there's never been anything quite like Joyce Williams. The closest comparison I can come to is the Doctor, what her mind might've felt like, but the Doctor's detachment at least had some basis. To Williams, the people she's running those tests on aren't human, they're just subjects. There's no difference between a rat and one of the metas in her lab, not in her eyes."

| Of all the minds Will had ever experienced - not many, it has to be said, but still a damn sight more than anyone else he'd ever met - Joyce Williams' was by far the most terrifying. Of everyone he'd ever met, her mind came the closest to what he'd always thought the Doctor's would've felt like. It was a steel trap, not a thought out of place; this was a woman with total control over her own head, and she'd turned it into a filing cabinet - a place for everything, and everything in its place.
Her meeting with Dom was at the forefront of her mind, but by sliding ever so slightly deeper into her head Will could see the gears turning. He slid down the wall until he was sitting on the floor, hands pressed to the side of his head as he strained. It would've been easier if he was closer, if he was in the same room as her Will could've had every secret in that head in 5 minutes - the strict organisation could only help in that regard; most people's minds were a mess of competing thoughts, desires and memories, but Ms Williams had compartmentalised her head. As it was he could only catch vague glimpses of what lay beneath the surface, which meant the strict order actually hindered his efforts. She kept her mind on the here and now, not on whatever experiments she was conducting.
Then Dom spoke to her, something about his job and how he was hoping she'd have information to help him (Will hadn't bothered planning anything out with Dom, the other man was much better at that kind of thing anyway - he just needed to get her thinking), and her whole mind lit up. It was like flicking a switch, and Will smiled victoriously.
Now that she was thinking about her work, those glimpses into what lay beneath offered far more useful information than mere comprehension of her psyche. The first person he'd encountered, the one who'd set him on this path, she must've been low on the totem pole. What he could see of Joyce Williams' work was far less comic-book evil than had been implied, the woman must've been projecting her own fantasies onto what was actually happening.
That didn't make the MNRU's work any less reprehensible however.
There was no torture, at least not of the traditional kind. No sci-fi esque machinery or maniacal laughter. No. Just good old-fashioned disregard for ethics and morals. Pushing people as far as they could go, then pushing further. Testing how abilities responded to the application of pain. It was all very... mechanical. All happening in the aim of science, of research and discovery. There was nothing personal to it.
The head of the MNRU, a highly regarded public servant, just so happened to be a sociopath.
Imagine that.

| Will should've seen this coming - he was supposed to be a telepath after all; he could've blamed it on the headache that had come with the presence of so many people, but that wasn't true at all was it?
He could've avoided Ash, could've escaped without her seeing him. Hell, he shouldn't have been there in the first place. He should never have come. But here he was, and found him she had.
He could've walked away, he knew Ash's threat was hollow. Well, she probably would call mom and tell her he wanted an arranged marriage - no one ever accused Ash of not being petty when she felt like it - but even with how silly she could be sometimes their mom would never believe it. He could have walked away, he should have walked away.
His shoulders slumped in defeat. It had been hard enough leaving when she hadn't known he was there, but now? Will had always been wrapped around his little sister's finger, and even a year without communicating hadn't changed that in the slightest. The worst of it? Will knew that as soon as he let her start talking Ash was going to browbeat him until he did exactly what she wanted - it wouldn't even be that difficult. He had avoided her for a year, but now she'd found him and he knew she wasn't going to let him just disappear again.
He was so stupid.
Will turned around and started walking back to his sister. He tried to smile, but it felt more like a grimace. "Hi Ash, it's been a while. How have you been?"
Family is not an important thing. It's everything.

| Will hated crowded spaces, now more than ever before. The new developments in his power, the way it had changed, meant that sufficiently large groups could be actually painful; he could tolerate it, as he had when he'd gone to see Ash, but it was still something he'd much rather avoid. Unfortunately, the matter at hand was far too important for a little discomfort.
Will's range was fairly expansive, which meant that he wouldn't have to get particularly close to where Dom's meeting was taking place in order to 'listen in', as it were. That wouldn't be much help, however, if he couldn't work out which mind to focus on. His awareness did not have an arbitrary cut-off point, people got fainter and fainter with distance - at 5 metres Will could hear every thought a person had, but at 30 metres it was difficult to hear even the loudest of minds without focussing - at 50 metres people were little more than vague blobs in his awareness.
All this meant two things - Will had to be in the building when Dom met Williams, and he had to be no further away than perhaps two floors.
Luckily Joyce Williams must've preferred being closer to the ground, because Will's research had told him that she had her office on the third floor - very convenient because it meant that he didn't need to go up in the building, just to get past the reception without being noticed. Unluckily, that was easier said than done. The building that headquartered the MNRU had no openable windows on the ground floor, a sensible precaution but one that made Will's job significantly harder; he couldn't just get in from the side or rear where no one could see him, he had to go through the front door.

In the end it was actually far less difficult than it could've been. Will had paid someone on the street outside rather more than he would've liked to go in and cause a scene, and it had paid off beautifully. With everyone staring at the shrieking woman at the reception desk, there was no one to see him as he slipped through a side door and started striding down the corridor like he belonged.
He was primarily tracking Dom's mind, which was definitely much, much easier than it would've been to try and find the meeting without any form of reference. When Dom stopped, Will stopped (albeit two floors lower); Will took a glance around, double checking that he was on his own, then stepped into an empty room and started scanning.
There you are Ms Williams.

| Will had been avoiding his sister for a long time. A year, in fact. Ever since he killed the Doctor. It hadn't always been easy, Ash was persistent and sharp as a tack.
He was at one of her concerts in the Bay area, at the back. It was dumb of course, paying for a ticket to see his little sister when he could've just phoned her up, or even just turned up on her doorstep. No one ever accused Will of being particularly sensible in personal matters; He’d always been a little obtuse in that regard, and the self-loathing that had so defined his last year of life certainly hadn’t been helping.
Of course, Ashley’s choice of room-mate hadn’t exactly helped matters either. Will respected Alice, liked her even, but she had hated him after the Event. He had killed the Doctor after all. He didn’t know how he’d react if she saw him now, but Will would rather not risk putting his sister in the position where she had to choose between her brother and her friend. That wasn’t a choice he’d ever want to make himself, so it wasn’t one he’d force his sister to make.
There she was on the stage, obviously enjoying herself. That was all he’d really wanted to know, so he should leave, before the concert ended and she had a chance to see him. Will didn’t move. Call him sentimental, but it had been a full year since he’d even heard his sister’s voice. He didn’t quite want to give it up yet.
Before he knew it, the concert was over and he was making his way to the exit. Ashley had already gotten off the stage, so she’d probably be out of the building soon and he needed to be out and away before she got on the street.
He strode out the building and turned to head off, then stopped.
Shit.
Family is not an important thing. It's everything.

| Aaron's concern was sensible, and in fact made Will take a deep, long look at himself. After all, there was no one to keep him in check, only himself. And, well, Will didn't have quite so much faith in himself as he once did. The man worried Will though. There was honour there, a personal code that Aaron would stick to through thick and thin. But also ruthlessness, the willingness to do what he thought was necessary. Aaron might've been trying to pass his comment off as a joke, but as much as Will knew the other man would hate to kill him, he was also well aware that Aaron would do it. There was something reassuring in that, and also something frightening.
Aaron Hunt was a man of contradictions, Will had worked that out about him fast enough. A believer and a cynic, ruthless and honourable. A man to keep an eye on. So many secrets were locked inside that head, Will could feel them. They were just inches away, a moment's exertion and he would know them. Give him a minute and there wouldn't be a thought in Aaron's head that Will didn't know. He held himself back. He was better than that. He had to be better than that, or what was the point?
Will shook the offered hand, and smiled at Aaron. "I'd ask you to trust me, but I don't think you will. It was nice meeting you. I would say I hope to meet you again, but perhaps it would be better if we never had reason to."
After Aaron had left, Will nudged Dom with an elbow and spoke to him at a volume scarcely above a whisper. "Keep an eye on him Dom. That's a man who'll do what he thinks is right, no matter how foul it would seem to someone like you or me. You can trust him that much, but there's no telling what could happen if someone with bad intentions is able to get inside his head. If he thought I'd learned the secrets in his head he would've killed me there, without hesitation. I doubt he would've lost much sleep over it."
"If someone on the wrong side gets to him, if there's someone else out there with a power like mine... well, it won't be pretty"

| Will had experience with revealing corruption in an organisation to the public - he'd done it with the SFPD after all. But that had been a rather different situation. He'd been a member of the SFPD for years after all, he'd known all the dirty little secrets, kept records every time he saw something dubious. This, well, this was a different matter altogether. The MNRU was a recent creation, and one that Will had never even set foot in. If he wanted dirt he'd need to talk to people in the organisation, and with such a recent one he'd have to go for the very top - in its early days corruption was subtle, leaders would only pick people they'd thoroughly vetted, and the MNRU had only existed for a year so its leaders would be very careful indeed.
But it wasn't like any of the MNRU's leadership would talk to Will about their illegal experimentation. His job would've been a lot easier if people were that dumb.
"The first thing I need is that meeting with someone in the MNRU's leadership, Joyce Williams would be perfect. She's too important to the organisation, there's no way anything is going on there without her knowledge. Even if I can't get much from her, I should at least be able to get us somewhere else to look."

| Dom wasn't wrong - Will hadn't managed to learn much about the Families in the year since the Event but they were pretty damn conspiratorial. He wasn't really surprised though, they had been hiding for centuries; it's kind of impossible to avoid becoming a conspiracy in those conditions. Will couldn't yet say whether they'd been wrong to do so either - even with things like the attack in New York, the US at least was still in a kind of superhero golden age, where people were still expecting life to turn out like a comic book where no one ever really dies. The dream would shatter eventually, and Will doubted the result would be very pretty.
Hell, there still hadn't been any laws passed in regard to metahumans, so there wasn't even any guarantee that they wouldn't end up in some form of segregated society - at the minute people were protected under standard discrimination laws, but with the existence of people like the Doctor, and even Will himself, there was no guarantee that would remain the case. There's no difference between two people of different race, but when one of them can throw trucks or read minds it's quite a different playing field.
Will had learned very little indeed about the Families, but there hadn't been much more public information about the MNRU - considering that there was no public information about the Families, that was saying something. It was a large part of the reason why he was so suspicious; the things he'd learned could've been the work of an isolated group, but with so little public knowledge about the greater MNRU it made him worried that the whole of the organization was rotten. It probably wasn't but... well... it wasn't like there was any shortage of reasons for him to be paranoid lately.
"I don't really know what they're doing Dom. That's what scares me. What I saw... it looked like they're experimenting on humans. And not the good kind of experiments either, they're not testing medicine. It looked much worse."

| Dominic's understanding was simultaneously reassuring and disquieting. Reassuring, because it was nice to be trusted at your word, and because it told Will that whatever was going on at the MNRU was definitely not something that Dom was involved in. Disquieting, because Will was still in his self-flagellation stage and nothing made a man who thought himself worthless feel worse than a person placing faith in them without hesitation.
Dom had given him a name at least. Dr Joyce Williams. A woman to watch out for.
"I don't need to be in the room no. In fact, I'd prefer not to be - I've never visited the MNRU before so they shouldn't know me, but I'd rather not give them an opportunity to learn anything. I've managed to stay relatively off-grid for now, it'd be a waste to just give them a chance to find out about me."
Will smiled slightly. "I was just telling you how they're hiding a dangerous conspiracy wasn't I? I'm fairly sure people with strange abilities are supposed to avoid coming to the attention of those."

| Dom's calm acceptance helped steady Will, kept him focused on what really mattered. As pressing as his issues might've seemed to him at times, they were nothing compared to whatever the MNRU was really doing.
Will had only caught a glimpse, a tiny flash in the mind of a passer-by, but what he'd seen was enough to leave him very disquieted. He needed to know more, and to do that he needed to get close enough to someone important to learn what they knew. Unfortunately for that plan, the MNRU was highly secretive - not to the extent that it was noticeably suspicious, but the kind of information they had on metahumans across the country was enough for the government to give them a bit of leeway. There were very few public details on the leadership of the organisation, and even Will needed a point to start from.
That was why he was here, talking to Dom.
"I don't know much Dom, I've not even got any real confirmation that they're dangerous. I need more information, and to do that I need to meet with someone high up in the organisation, or be there when someone else meets with them." Will shrugged, giving his friend a slightly guilty smile. "I'm afraid that's the main reason I contacted you. No one in the MNRU is going to meet with Will Chase, ex-police officer, failed PI and hermit. But they will meet with Dominic Weaver, PR expert and founding member of the Hero Program. I need you to arrange a meeting with someone important, and I need to be there when it happens."

| Aaron's paranoia was a little unexpected, but it wasn't like Will could judge him for it. After all, Will had practically written the book on paranoia, especially since the Event. It wasn't hard to see danger in every shadow, when you knew that there very well could be.
What's the saying? It's not paranoia if they really are out to get you.
Considering that a year had gone by with no one tracking him down there probably wasn't anyone out to get him, but Will reserved the right to be an overly paranoid nutcase if he wanted to. It was a free country dammit. Well, it was supposed to be.
The reluctance to shake his hand was a bit of a surprise and left Will feeling uncomfortably awkward for a few seconds until he dropped his hand back down to his side. He probably should've seen that coming, honestly. He was the telepath in the room after all, the only telepath he knew of. It was his job to know what other people were thinking.
What he was not surprised about, however, was that Aaron had noticed that he wasn't civilian. "Well spotted, I was a detective in the SFPD," he said, smiling slightly. "I left the force a few years back though, had a little trouble with my superiors." That was an understatement and a half, but it wasn't like the real circumstances were particularly important to their conversation.
He went quiet , allowing Dom to speak. It might've been Will's power, but Dom was by far the better salesman.
Will didn't think there'd be too much of a problem though. Aaron would probably be a little unhappy at the breach of privacy, but he wouldn't be breaking anything.
"I know it's not really something I can prove, but I swear I didn't go beyond the surface Aaron. Your secrets are your own, and they will remain your own." Will rubbed the back of his neck a little guiltily, then straightened and fixed the other man with a serious look. "I hope I never have reason to go further than that."
Privacy is not something that I'm merely entitled to, it's an absolute prerequisite.

| Will shifted his weight, scanning the area around the two of them for what must've been the tenth time. Once again, there was no one present.
He knew he was being paranoid, but he couldn't help it.
His voice was quieter than he'd intended when he spoke.
"I'm different now than I was. My power has changed in ways I didn't expect." Will kept his eyes focused on Dom's, letting the man see how serious he was. "I'm not just a sensor Dom. I'm a telepath. A full-blown telepath."
"I could tell you exactly what you're thinking about right now without even needing to try. Just by being around people I pluck secrets from their heads. If you so much as think about something, I know exactly what you were thinking. And that's not all. With enough motivation, and enough time, I can go inside your head and change you."
Will scowled. "I can't control it Dom. I can't go where there are too many people, I tried to get the train last week and ended up with a migraine."
But that was enough about him and his self pity. He'd called Dom here for more than just to give himself a chance to vent.
"It's been useful for one thing though. I learned something recently, about the MNRU. There's something rotten there Dom, something no one knows about. I only caught a glimpse, but what I saw, well, I'd prefer not to remember it."

| Will had been reluctant when Dom had first asked him to come in. He had an irrational fear of running into Alice there, and even without that the building was packed to the brim, making it difficult for him with his power. The first fear had yet to be realised, thankfully, but the latter was very much an issue.
The constant pressure was akin to a crowd of hundreds shouting at you all at once, and it had Will ill-tempered and on edge. He now knew far more about the Hero Program in New York than he had wanted to, very little of it actually useful; knowing exactly who was cheating on their partner would be a fantastic power for a sitcom character, but Will had precious little patience for such irrelevant details. There were a few interesting tidbits about the New York heroes and villains, at least, but nothing particularly worth mentioning.
Will had been very careful to keep his attention as far away from Dom and his conversation with the blond man as possible, trying his best to avoid invading their privacy. Ironically, that was probably why he had learned so much about the other people in the building, for he had needed to focus on other things to avoid picking up on the two of them simply by dint of being nearby. The opening of the door behind him drew his attention however, and he found himself practically rifling through their heads almost without meaning too - Dom had asked him there for a reason after all, though Will still felt a little uncomfortable with what was undeniably an invasion of privacy.
There was one benefit however. He already liked the ex-soldier, he seemed like a man after Will's own heart. Ash would've probably started talking about twins being separated at birth, or secret government cloning programs.
He smiled at the two of them, offering a hand to Aaron.
"Hi, I'm Will Chase. Dom and I are old friends."

| Will would've liked to say that Dominic's embrace caught him by surprise. But surprise, well it wasn't something he had the luxury of anymore.
In the time Dom had taken to get out of the car and reach him Will had felt his spirits rise and fall in equal measure. The trust placed in him by the younger man was humbling, and served to take a little bit of the edge off the self-loathing, but that Will was violating it simply by being there was deeply demoralising.
Pain was still an issue unfortunately, Dom's embrace having squashed Will's left arm between the two of them. His elbow had never quite healed fully, still tender even a year later.
Will smiled through the pain, happy to see his friend regardless of everything. "It's good to see you Dom. I hear you're some big-shot PR guy in the Hero Program now. Tired of running around in spandex?"
Will's smile vanished quickly, however. After all, he was here for a reason. "There's something I need to talk to you about." He paused. "Well, several things. Why I called you, and why we're here instead of somewhere else."
He managed another, smaller smile. "Trust me, you'll be surprised."
