Kathy’s alter-ego, Celerity, is rather more flamboyant than Kathleen Howard. She has embraced old superhero stereotypes, and exemplifies the kind of hero that the Program likes. She carries a baton and shield and dresses in armour, though the actual level of protection afforded by the armour leaves much to be desired, for it it is inspired more by fantasy than realism, featuring a breastplate with the emphasis on the breast - it was hard enough for Kathleen to convince the image guys that the armour couldn’t bear her belly and much of her cleavage, she didn’t want to try arguing them down any further. There is no helmet, she instead dons a domino mask and circlet.

She is mischievous, but not cruelly so - she might joke about something, but she would never ridicule or humiliate a person just for her own satisfaction. Kathy is, in essence, a good person. She’s charming and possesses some charisma, but can come across as over-eager and naive to the more cynical. To her, the most important thing is that everyone walks away happy and smiling, and to that end she seeks out opportunities to have fun and enjoy herself, hoping that by doing so she’ll be able to make other people enjoy themselves as well. A key part of why she’s so popular as a hero is how obvious it is that she enjoys her work - the people like to see a hero having fun, it makes the whole job much more attractive.

She truly believes in the Hero Program and its potential for good, to the extent that she can be blind to its flaws. The mindset that makes her such a dedicated and charismatic hero, the belief that all people are good at heart, can make her seem incredibly naive - Kathy is not quite as foolish as she acts, but at times the difference is incredibly slim.

As she is constantly aware of the position of her marks, this makes her an excellent tracker - should she manage to get a mark on someone, they will find it impossible to escape her.

Kathy has marks placed in all of the major Hero Program branches, including New York, San Francisco and several others. When working with other people, she will also usually either mark them or give them a marked object, dissolving said mark at the end of the mission. Because of this, Kathy is by far the best fast-response unit that the Hero Program has access to, capable of going to the aid of any given hero at a moment’s notice.

There is one major caveat to her ability. In order to teleport anywhere at all, Kathy must place a mark in that location, which must be done by touch. Once a mark is placed it is permanent, unless Kathy dissolves it or the thing it is placed on is destroyed: if a mark is placed on a wall and the wall is destroyed, the mark is destroyed with it.

Not only is Kathy limited in that she must have a mark in place in order to teleport, but she is limited in the number of marks that she can have active at any given time. Her limit is 30 marks, and if she reaches the limit then in order to make a new mark she must first dissolve one of her existing marks, or else find herself unable to create a new one. Kathy also has numerous permanent marks that eat into her potential capacity, leaving her with around half being available at any given time.

Kathy has very strict limits for what she can teleport, having a strict weight limit beyond which teleporting at all becomes increasingly difficult on an exponential scale. The relationship between Kathy’s own momentum and that of a marked object is a complex one. If both are stationary, then she will simply appear at the location, and if Kathy is moving then her momentum will be retained through the transition. On the other hand, if the mark is moving and Kathy is not, then she will possess the same momentum as the mark when teleporting, though she can choose in which direction she is travelling.
