Billy is a voracious reader but flits between genres and topics. He enjoys listening to modern rock music but is happy to settle for whatever is on the radio. Something of a technophobe - prefers to do things himself rather than trust a machine. Keeps a day planner. Doesn't like to be in the house; can be found on park benches. [break][break]As Merlin: He's aware of his inexperience in the field and eager to prove himself to his peers and to the public. Likely to beat himself up if he doesn't 'get it right'. He has little patience or compassion for those who endanger the public, particularly children. Big fan of Tank's work - considers making a mess now preferable to letting a mess be made later without controls.

[attr="class","hopelovetop"]2017: Parents were selling their farm to a multinational corporation due to money problems, and came to New York for final discussions. Billy, his brother and sisters, and his parents were all caught in the attack. Emily, his younger sister, was killed in the Event. His parents and brother survived unchanged. The eldest Harper child, Monica, goes by Savage after the event gave her all the power of a raging storm. Billy survived as well but for weeks he hovered in the space between life and death. When he awoke, his found that he could move things with his mind. For a time, those involved assumed that he had miraculously developed telekenisis.[break][break]2018: Monica - Savage - immediately knew that her place was leading the charge of justice. She's set herself up as a Florida based hero, doubling as a defense against those that would hurt others and between the naturally occurring storms. She took up the government's offer to put aside vigilanteism at once. It was only at Savage's recommendation that the Hero Program took Billy on. Initial testing had indicated that he 'was not considered suitable for the program'. [break][break]2021: After two years of training and testing, the hero program's organisers finally felt that Billy was ready to be used in the field. Monica hadn't been able to get her corporate sponsors to agree to get behind him but they had met her part way. Monica gave him the suit. Same colours as her and everything.

This is achieved by the use of semi-visible* constructs extending from Billy's palms**. The constructs are smooth to the touch but adaptable to Billy's will and can be altered in shape.[break][break]* - the constructs themselves cannot be seen, but occasionally cause light distortion or 'shimmering' to occur in the area[break]** - additional constructs can extend from the soles of Billy's feet but this is rarely practical[break][break] LIMITS[break][break]Maximum recorded distance of his ability to affect things is just under twenty metres, but begins to reduce in effectiveness after five metres. Fast-traveling objects (such a sniper's bullet) have been proven to be able to pass through without being interrupted by the construct. Although the power doesn't have a charging-up period, fine control (for example, writing with a pencil) requires more concentration from the user.[break][break]WEAKNESSES[break][break]Repeated use of power causes fatigue and requires down time. A day of frequent use might require a week of low activity. Two days of frequent use usually leaves Billy hospitalised. Those who assessed his ability deemed it unsafe to test three days in a row.[break][break]Obviously, the power does not function while Billy's hands are closed in a fist, and he is unable to hold things conventionally while using the power.[break][break]
